Dear forum members
I have been seeing the recent interactions regarding chamber elections for President between Mr. Jathar and Mr. Niranjan Sant/Mr Nadgouda.Since this issue was made into an open discussion by Mr.Jathar (he welcomed response from all recipients in earlier mail) I am presenting the facts as regards to various related issues of BCCI presidential elections.
The recent election saga for the post of President is unfortunate for the Industrial sector. All these years the precedence of Seniority was followed, which was broken LAST YEAR. This fact is unknown to many members and some of them have forgotten conveniently, hence this clarification.
After the general body meeting last year, the industrial committee meeting to nominate the names of office bearers was held within 20 hrs. Mr Srinath deshpande had given a written letter to Mr. Jathar saying that the said meeting be postponed to 4pm instead of the scheduled time of 10am as he had a important meeting at Hubli which was scheduled long back. But still the meeting took place at 10am inspite of prior intimation in written by Mr. Srinath and Mr. Bharat deshpande was elected as 1st vice president. Hence Mr. Srinath deshpande was denied an opportunity to stake claim to the post of 1st vice president. This fact was brought to the notice of the managing committee many a times by Mr. Srinath but no action was taken.
Hence this is the background to this year’s election for Presidential contest.
PLEASE NOTE THAT THIS YEARS(2010) INDUSTRIAL SECTOR MEETING TOOK PLACE AFTER 8 DAYS OF ANNUAL GENERAL BODY MEETING AND NOT WITHIN 20HRS.
Mr. Srinath Deshpande is a member of Managing committee (MC) from 2001-02.where as Mr. Bharat Deshpande is a member from 2002-03.
Mr. Srinath has held posts like Joint Secretey, Secretery, Editor, Member of Constitution amendment committee, where as Mr. Bharat deshpande has held post of Jt. Secretery, 2nd vice president and 1st Vice president.
In the year 2006-07 Mr. Srinath Deshpande’s application was rejected due to a minor technical mistake. Mr Shivalkar as per his earlier mail had signed the application form (proposer) in the name of Manil Agencies, which infact in the form of Chamber is Manil Yarn agencies. Hence on mere technical ground the application was not approved and hence Mr. Srinath Deshpande could not contest.
Hence the seniority in terms of number of years in MC is the same for both Mr. Srinath and Mr. Bharat. Hence in this case as per my knowledge I think the person who has entered the MC first should be considered as SENIOR. If this understanding was reached before hand, I am sure there would not be any election.
The precedence of Seniority was settled after 1999 election, which featured Mr. Govind Phadke and Mr. S.R. Shanbhag. Please note that in the Industrial committee only the name of Mr Phadke was recommended for 2nd vice president.
In that year Mr. Hishobkar and Mr. Thakkar BOTH OF COMMERCE SECTOR had proposed and seconded the candidature of Mr. Shanbhag, Where as Mr. Hidduggi(Commerce) and Mr. Lengade(Industrial) proposed the name of Phadke. But in the MC meeting, election took place and there were equal votes for both candidates.Mr Jathar remainded absent for this meeting saying that he was going to pune by 10pm bus, where as the MC meeting was at 6pm.Hence the result was decided by the toss of a coin and Mr. Shanbhag was elected as 2nd vice president.Mr shanbhag was the chairman of industrial committee was full year and all the members have co-operated him to the full for the WHOLE YEAR. He had not resigned as suggested in Daily Tarun Bharat.Infact Mr. Shanbhag completed the term successfully with full co-operation of all the members of Industrial sector.
THE PROPOSAL OF SENIORITY WAS BROUGHT BR MR HISHOBKAR AFTER 1999 AND INTRESTINGLY THIS YEAR MR HISHOBKAR WAS A PART OF WALKOUT.
This year, the Industrial committee could not come to a consensus over the name of Presidential post. Hence both the names of Mr. Bharat and Mr. Srinath were send to Managing committee to take the decision. (But whereas in 1999 the name of only Mr. Phadke was recommended by industrial committee and send to MC for approval, in which the name of Mr. Shanbhag was proposed all of a sudden)
In the meeting of managing committee, 10 members walked out of the meeting (7-industrial and 3 commerce side). Mr. Bharat Deshpande had contacted many of the members of Industrial and commerce side before the election, seeking votes in his favour. Hence it is clear that he was ready for election. If his claim were based on majority in industrial sector, then he would not have asked for votes from all MC members. When it became clear that he was going to lose the election, he walked out of the meeting along with 9 of his colleagues. This is very unfortunate.
The question now is,
BASED ON THE PRINCIPAL OF MAJORITY IN INDUSTRIAL SECTOR, WHETHER THESE 10 PEOPLE WOULD HAVE WALKED OUT IF THEY HAD SUPPORT OF 14 MEMBERS IN FULL MANAGING COMMITTEE?
Hence I think the precedence of seniority, which was broken last year, is corrected this year by the election of Mr. Srinath Deshpande, and I hope that the precedence of seniority will be followed in the years to come. I hope all the questions regarding this issue have now been clarified and this issue now comes to a rest
Lastly as this is a open discussion amongst forum members,I request all the members to maintain it likewise.
Regards
Govind Phadke
After this clarification, there was a muted response to it from a well known Industrialist but without any proper reasoning.Hence this closed the chapter of discussing the ISSUE within the Forum of Entrepreneurs,Belgaum.
